Loratadine can be given to an 18 month child in a dose of upto 5 mg in a day. Pseudoephedrine is not safe for kids younger than 4 years of age. All cold medicines are given to kids in minimum possible dose and only till symptoms clear up.

Yes, you can exercise on hypertensive medicine. Start with light exercise and slowly keep on increasing till the level you desire to achieve. Only precaution is that your should not over stretch your self and take adequate rest in between the workouts.
